This document compares international and Five Eyes definitions of terrorism by each element of the definition. It has been updated from the previous version to include the latest Special Rapporteur Model Definition.

This document is intended to be a summary only and regard should be had to the original sources. This document was prepared in September 2026 and laws may have changed after it was prepared.
