Following the 2017 Brighton siege and hostage incident in Melbourne, Victoria, the Victorian Government appointed an Expert Panel, consisting of Ken Lay AO APM and the Honourable David Harper AM QC, to examine the effectiveness of Victoria’s counter-terrorism legislation, and recommend improvements to assist relevant agencies manage the risks posed by violent extremism.
Chapter 3 of Report 2 of the Harper-Lay review discusses the legislative definition of a ‘terrorist act’.
