This document sets out one of the Independent National Security Legislation Monitor’s (INSLM) preliminary views in relation to his review of the definition of a ‘terrorist act’ under section 100.1 of the Criminal Code (Cth). It is intended to inform discussion at the public hearing on 10 and 11 March 2026 and is not a final recommendation in relation to this review.
