In 2005, the Attorney-General established the independent Security Legislation Review Committee to review the operation, effectiveness and implications of the counterterrorism laws introduced after 9/11, led by the Honourable Simon Sheller AO QC.
Chapter 6 of the Sheller Review, published in June 2006, explores the definition of a ‘terrorist act’.
